Reporting to the Vice President of Population Health and Clinical Operations, this position is responsible for managing all operational aspects of HPHCs Vended UM/Health Services Programs and relationships. The Vended UM/Health Services Program is a line of outsourced functions representing a portion of Harvard Pilgrims annual cost savings agenda, under which there are significant regulatory and/or accreditation requirements. This individual is responsible for the development and administration of strategies, systems, programs, and processes to ensure our vended programs are in compliance with applicable state and federal regulations and guidelines.This individual understands and monitors laws, regulations, and accreditation requirements that may affect the organizations policies and operations, and recommends efficient and consistent methods across the organization that ensure compliance. This role leads necessary change to vended programs across applicable functional areas based upon audit findings or changes in laws and regulations. Responsibilities include leading a team to work collaboratively within HPHC to effectively manage the contracts, develop and implement program and administrative requirements and ongoing oversight in support of the relationship between HPHC and the outsourced vendors.**Duties and Responsibilities**:Provide leadership and operational oversight for clinical vended programsLead the financial negotiation strategy, and provide oversight for the operational management of vendors, ensuring effective vended agreements.Provide leadership and oversight for RFPs, SLA assessment, and ROI measurementProvide leadership and oversight to ensure effective coordination and collaboration between HPHC vendor relations team and the vendors account management teamLead cross-functional work teams and operating/oversight committees to identify operational issues and resolutionsProvide guidance and input on all matters concerning compliance and regulation related to vended programsStay current on regulatory environment and regulatory precedent; serve as internal consultant to on all matters concerning clinical vended programs and services (e.g. new product opportunities)Lead, manage, coach, and develop staff to effectively meet departmental goalsManage departmental budgetOther duties as assigned**Minimum Requirements**:10+ years vendor management experience within managed care environment. Bachelors Degree required; MBA or MPH preferred5+ years progressive management experience with proven ability to lead, coach, and mentor staff.Comprehensive knowledge of managed care industry with significant experience in budget management.Demonstrated ability to assume ownership of the relationship between HPHC and its contracted vendorsStrong leadership and team-building skills; proven ability to effectively collaborate and influence cross-functionallyExcellent organizational, project management, and facilitation skillsProficiency with MS Office applications**Working Environment**:Standard office environment, some travel to HPHC and vendor/partner sites requiredHarvard Pilgrim Health Care (HPHC) does not accept unsolicited Agency resumes.
