Public Financial Management (PFM) Specialist(long-term advisers and short-term experts)Project:Finance for Social Reforms in Zambia Support MeasuresLocation:Lusaka, Zambia (with possible regional outreach)Duration:Indicative 4060 working days (phased deployment over project period)Work Modality:Field-based with potential limited remote inputProject OverviewThe EU-funded Technical Assistance project aims to support Zambias implementation of budget support reforms, with a dual focus on theeducation sectorandpublic financial management (PFM). The PFM Specialist will provide targeted short-term technical support to strengthen the design, implementation, and monitoring of reforms under Zambias Public Finance Management Strategy, ensuring improved efficiency, accountability, and service delivery.Key ResponsibilitiesConduct diagnostic assessments and performance reviews ofPFM systems, including budgeting, execution, internal controls, reporting, and audit functions.Provide technical input to theimplementation of the PFM Reform Strategyat both central and sectoral levels (particularly education).Strengthen links betweenstrategic planning and budgeting, including support to programme-based budgeting and MTEF processes.Advise onexpenditure tracking and fiduciary risk mitigation, including public expenditure reviews.Support natl. institutions (e.G. MoFNP, MoGE, ZPPA, Auditor General) in building capacity forPFM transparency and accountability .Contribute to the design and delivery oftraining workshops and stakeholder dialogueson PFM topics.Collaborate closely with EU Delegation and key stakeholders to supportbudget support implementation and indicator tracking .Draft high-quality technical reports and policy briefs tailored to the needs of both natl. partners and the EU Delegation.Qualifications and SkillsMasters degree (or equivalent) inEconomics, Public Finance, Accounting, Public Administration, or a related field.Excellent analytical and technical writing skills.Full professional proficiency inEnglish(C1 level or above).Professional ExperienceMinimum of10 years of professional experienceinPublic Financial Management, including direct work on reforms in budgeting, expenditure management, financial reporting, internal controls, or audit.Prior experience workingwith or within public institutionsin Zambia and/or Sub-Saharan Africa isstrongly preferred .Demonstrated experience in:Working underOfficial Development Assistance (ODA)modalitiesImplementing or advising on PFM strategies or reformsWorking with EU or donor-funded budget support or technical assistance projectsExperience coordinating withnatl. stakeholders and donor agencies, ensuring continuity and contextual sensitivity.If you are interested in this opportunity, please apply and upload your CV via LinkedIn or sent to recruitment@ntu.eu.
