We are currently looking for a Data Protection Officer Assistant (DPO Assistant) (m/f), reporting to the Data Protection Officer (DPO), for a fixed-term contract of one year on a full-time basis (40h/week).

About the Laboratoire national de sant

The LNS is a major player in Luxembourgs healthcare sector, serving the countrys patients, doctors and hospitals. Under the supervision of the Ministry of Health and Social Security, the LNS is a multidisciplinary public institution organized around six medical departments, two of which are designated as national diagnostic centers for human genetics and pathology respectively.

The LNS employs around 400 highly qualified staff with diverse backgrounds. The main purpose of the LNS is to develop analytical activities and scientific expertise relating to the prevention, diagnosis and monitoring of human diseases; to act as a national control or reference laboratory; and to carry out forensic missions. The LNS also collaborates with the University of Luxembourg and other biomedical research institutions, both nationally and internationally, on research and teaching activities.

In particular, in the field of diagnostics, the LNS covers the following fields of application: medical biology, microbiology, forensic medicine, environmental medicine, morphological and molecular pathology, and clinical genetics, as well as sequencing for rare diseases, oncology and pathogens.

Responsibilities

The DPO Assistant will work closely with the DPO to develop and ensure LNSs compliance with relevant data protection laws and regulations, including the General Data Protection Regulation (GDPR) and the Act of 1st August on the organization of the National Data Protection Commission and the general data protection framework.

The main tasks of the DPO Assistant are as follows :

• Maintain and update the LNSs register of processing activities;
• Assist the DPO in developing and implementing data protection policies and procedures;
• Review contracts (e.g., DPA);
• Collaborate with the DPO in the event of data breaches and the exercise of data subjects rights;
• Collaborate with administrative and scientific services to carry out data protection impact assessments (DPIAs);
• Measure potential discrepancies between the establishments practices and the legal obligations set by the GDPR or the law in terms of personal data whether in existing processing or processing projects;
• Analyze the needs of the laboratorys different services (administration & medical services) in terms of training related to personal data protection;
• Contribute to the implementation of new tools and methods to facilitate data processing in compliance with regulations;

Profile

• Masters degree in law preferably with an option related to data protection;
• At least 1 year of relevant experience;
• Certification in data protection would be considered as an asset;
• Solid knowledge and experience in data protection;
• Solid knowledge of information technology, law and specific healthcare legislation;
• Capacity to work autonomously;
• Demonstrate objectivity, impartiality, integrity and discretion;
• Have a critical and analytical mind, and respect confidentiality;
• Excellent communication skills, with the ability to demonstrate authority and diplomacy when necessary;
• Fluency in English and French is essential; knowledge of German and/or Luxembourgish would be considered as an asset.
