NTU International A/S is leading a consortium for theimplementation of the EIB funded project called: Czech RailInfrastructure PPP Advisory Support and is searching for experts tosupport the core team during the implementation of this project.Location: Prague, Czech Republic. Duration: The intended start dateis July 2025 (the Start Date) and the services shall be providedfor a period of 25 months from this date (the Period ofImplementation). Key Expert: Rail PPP technical expert (Cat. I): Qualifications and skills: - Relevant technical bachelorsdegree or academic equivalent (minimum requirement). - Workingcommand of the English language (CEFR C1) (minimum requirement).Knowledge of Czech (or Slovak) language considered as an asset. General professional experience: - At least 15 years experience inthe field of mobility (minimum requirement). Specificprofessional experience: - At least 5 years of experience withrailway planning, design, construction or operations (minimumrequirement). - Active experience in at least 2 PPP projects inEurope (minimum requirement) covering as many as possible of thefollowing elements (railway PPP experience preferred): - Technicalengineering aspects of PPP feasibility studies; - Definingflexibility of design parameters for the PPP concessionaire inrelation to non-PPP statutorially approved preliminary design; -Output based specification of project requirements for PPPincluding for design and operational/maintenance aspects; - Riskregisters, risk management, analysis of technical risks and theiroptimal allocation to public and private partners; - Interfacesbetween the PPP and non-PPP elements of a railway project and therailway system; - Definition of criteria (availability definitionand metrics, response and cure times, planned maintenance,triggers, expected LoS, bonus, malus etc.) for availabilitypayments; - Definition of service performance deduction system; -Technical engineering related content of PPP transaction advisortender specifications; - Technical engineering related content ofPPP concessionaire tender specifications; - Technical engineeringrelated content of PPP concession contracts (clauses dealing withthe design and construction process, service specifications,information reporting, output requirements and performancemeasurement); - Monitoring and enforcement of PPP concessioncontracts including construction and/or operations. - Experience ofdesign-build contracts in the railway sector will be considered anasset. - Experience of rail project advisory within the past 5years will be considered an asset. - Knowledge of railwaysignalling and interlocking technologies will be considered anasset.
