NTU International A/S is leading a consortium for the implementation of the EIB funded project called: Public Sector Loan Facility Advisory for the Maritsa East Complex and is searching for experts to support the core team during the implementation of this project.
Location: Bulgaria.
Duration: The intended start date is July 2025 (the Start Date ) and the period of implementation of the Assignment will be 20 months from this date (the Period of Implementation ).
Key Expert: Legal Regulatory Expert (Cat. II)
Qualifications and skills:
At least a Bachelors degree in Law or Public Policy ( minimum requirement ).
Strong legal drafting and advisory skills for structuring contracts, regulations, and compliance frameworks ( minimum requirement ).
Ability to provide regulatory risk assessments and legal due diligence for investment projects ( asset ).
Proficiency in legal research tools and case law databases (minimum requirement).
Excellent knowledge of both written and spoken English ( minimum requirement ).
General professional experience:
At least 10 years of experience in energy sector regulations and corporate governance ( minimum requirement ).
Specific professional experience:
Experience advising on policy reforms, regulatory compliance, state aid, and permitting for energy transition projects ( minimum requirement ).
Experience in EU energy sector regulations, state aid rules, and competition law, as demonstrated in at least three projects in the experts CV ( minimum requirement ).
Experience supporting corporate governance reforms and financial oversight mechanisms in state-owned enterprises will be considered an asset .
Knowledge of EU permitting and licensing frameworks for renewable energy, hydrogen, and industrial decarbonization projects will be considered an asset .
Experience engaging with regulatory bodies, financial institutions, and international development partners will be considered an asset .
