Provides services to the public with the daily operations of the Trade Act Program. Determines eligibility; identifies and addresses individual client needs; identifies training and educational opportunities; and manages assigned cases. Refers clients to other support services such as Workforce Investment Opportunity Act (WIOA) Adult Education and literacy, vocational rehabilitation, welfare-to-work incentives, senior community support, and veteran???s programs. Participates in claims taking sessions to address ???Mass Trade??? situations. Establishes effective working relationships with various partners. Offers appropriate resources and ensures systems are available to assist Trade clients. Performs work to secure third party contracts and state agreements by reviewing and processing documentation; initiating appropriate follow-up actions to resolve issues; and notifies designated staff when request are approved. Updates automated system to establish and track accounts, and monitors progress to ensure program compliance. Some statewide and overnight travel is required. This position will be located in the Prince William Local Office.Minimum QualificationsWorking knowledge of career counseling, interviewing and job placement principles and techniques. Knowledge of community resources, counseling services and social programs. Knowledge of Trade program issues and services. Strong customer service and communication skills. Proficient in the use of Microsoft Office Professional or comparable software program. Ability to work with clients in crisis. Ability to work with partners to establish strong working relationships; work independently; remain objective; and meet deadlines. Ability to review and monitor training contracts; manage assigned cases and file documentation; participate in program activities; and apply program standards and procedures.Preferred QualificationsDegree from an accredited college or university in business or public administration, social work or related field, or an equivalent combination of experience and training. Experience working with clients seeking to obtain employment. Experience performing Trade related services. Ability to speak Spanish.Special RequirementsThe successful candidate must pass a credit check and criminal conviction investigation. Must have a valid driver???s license and availability of a vehicle.
