The MSF movement is structured around 6 operational centers supported by 24 partner sections and offices worldwide. The MSF operational center in Geneva is one of these centers. Together with regional entities (hubs) and branch offices, it coordinates medico-humanitarian operations in more than 25 countries worldwide in 60 medical projects with more thanemployees (segmented into 550 international positions,national positions &staff under refugee or under incentive status).
MSF aims to guarantee a working environment free of abuses and inappropriate behaviors for both employees and the populations we serve. In OCG, situations of abuses or inappropriate behaviors are encouraged to be reported through the integrity line platform (). They are managed confidentially and following a due process led by the Abuse and Behaviour Unit (ABU) and the Response Committee for Abuse and Misbehavior.
The ABU is a unit within the Directorate General responsible for the prevention, detection, and management of cases involving abuse and inappropriate behavior in OCG missions. The team is composed of six members: a coordinator, a support officer, two investigation managers (one focused on abuse of persons and the other on fraud and corruption), and two responsible behavior officers. We are currently recruiting a second investigation manager for the abuse of persons domain to strengthen our capacity in this area.
Case management
Ensures due reception, acknowledgment, triage/pre-analysis of complaints and alerts.
Manages the information, interactions, and communication with affected persons, field and office stakeholders, including with the Response Committee for Abuse and Misbehavior.
Activate and implement needs of protection or psychological support measures to the persons involved.
Implements the strategies of case management as decided by the Response Committee for Abuse and Misbehavior.
Supervises the leading of administrative investigations by external investigators and supports them during the different phases of the investigations according to MSF standards and guidelines.
Conduct preliminary assessment or investigation alone or in teams when need be
Provides support to field staff to address situations of abuse and inappropriate behavior at project level.
Detection
Contribute to the detection step of the ABU unit safeguarding efforts, allowing project teams to intervene early, protect individuals, and trigger proper case management or investigations
Advise project teams in recognizing early warning signs, patterns or recurring issues at project level that could be pointed out at underlying abuse.
