Job DescriptionThe Programme Specialist contributes to the planning, monitoring, and reporting of GFCM financial operations, supporting the effective use of both budgetary and extra-budgetary resources entrusted to the GFCM by its Contracting Parties, Cooperating non-Contracting Parties, and partners. The incumbent provides support across different phases of the project cycle, particularly by assisting in the formulation of advice to GFCM technical teams and managers on financial, operational, and project implementation matters, towards the effective management of the GFCM project portfolio.Responsibilities:Support planning, monitoring, and reporting exercises for the GFCM project portfolio to strengthen financial management of budgetary and extra-budgetary resources;Assist in developing and reviewing multi-year project financial proposals and budgets, ensuring compliance with policies and donor requirements;Support resource planning, ensuring timely and accurate collection of financial data from various sources in coordination with technical teams;Follow up on internal clearance processes with relevant FAO units and draft supporting documentation;Prepare financial monitoring tools and reports to track budget execution and expenditure trends, ensuring timely data collection and dissemination;Review and update project monitoring tools and management documents for consistency across funding sources;Identify financial risks and propose corrective measures based on budget performance analysis;Draft project progress reports, management reports, and donor reports in compliance with FAO procedures;Support maintenance of ERP systems like iMIS and FPMIS, perform financial reconciliations, and ensure data accuracy;Assist in general ledger functions and cash-flow management, resolving discrepancies promptly;Maintain up-to-date records for projects, developing repositories and checklists for audits;Perform other related duties as required.Minimum Requirements:Relevant technical or advanced degree in business administration, project management, finance, accounting, economics, or related field;At least one year of experience in planning, budgeting, financial monitoring, or project support;Working knowledge (level C) of English.Technical/Functional Skills:Experience in financial monitoring and reporting for projects;Proficiency in Microsoft Office, especially Excel;Knowledge of ERP systems and financial reporting tools.Source: https://jobs.fao.org/careersection/fao_external/jobdetail.ftl?job=2501251#J-18808-Ljbffr
