General Description The Operations & MaintenanceProcurement and Contract Manager will provide all elements ofcontract administration, procurement and commercial managementsupport to Ocean Winds operational assets within the country.Responsibilities include procurement process management, contractnegotiation, contract management and administration,payments/forecasting, SRM and reporting. The role also includesdirect line management of procurement personnel who will assistthem in delivering the required scope. The Operations &Maintenance Procurement and Contract Management team runs projectsourcing processes and is a specialist in tendering, contractnegotiations and contract management. They will be accountable forensuring that products and services are sourced at best cost forvalue (competitive total cost, HSE, lead time, quality,. ) andthat processes are run in a compliant and efficient manner. Theywill be responsible for leading commercial and contractualnegotiation along with contracting process, working closely withfunctional teams (i.e. engineering, operations, consenting, andinternal/external lawyers, as well as any relevant stakeholders).They identify contractual risks and recommend business-orientedmitigations and/or alternative solutions. When required supportfrom the commercial point of view the settlement of contractualdisputes, including support in arbitration and alternative disputeresolution procedures and resolving contractual variations andclaims with suppliers. Main accountabilities Responsible for arange of activities associated with direct procurement activitiesand contract management for Offshore Windfarm/Projects. Developsourcing plans for O&M to meet internal customer requirements.Suppliers registration and vetting. High commitment in contractmanagement to meet HSSE and quality requirements Take a strongresponsibility for delivering value through procurement for theO&M of windfarms/projects in France and for seeking synergylevers with OW portfolio. Manage the procurement process forcontracts including invitation to tender, clarifications,negotiations, evaluation, contract finalizing and contract award.Identify areas of repeat spend and establishing FrameworkAgreements and SLAs for service contracts. Monitor and follow-up ofsuppliers performance and ensure suppliers compliance. Ensureadherence to procurement processes, policies and governance.Represent the Procurement & Contract Management function andinput to management meetings and committees for the relevantprojects as required. Alert and Escalate risks or major concernswhen appropriate in accordance with the relevant Ocean Windsgovernance, policies and procedures. Procurement - Define andperiodically revisit an efficient sourcing/partnering strategy aswell as associated procurement policies - Identify and securesuppliers based on Wind Farms / Projects requirements, maintaininggood relationships with them. - Identify supply risks and takeappropriate corrective actions - Make sure all purchase order,variations order, invoice workflow and documentation are properlymanaged. - Lead the commercial discussion and coordinate with theinternal stakeholders involved (legal, technical). - Identify newpotential suppliers to create additional competitiveness or lowermarket tension, including local supply chain developmentactivities. - Delegation of duties among team members asappropriate to achieve functional efficiencies and ensure businesspriorities are met - Support the Head of Procurement & ContractManagement for Operations and Maintenance in developing anddelivering strategic solutions at a corporate level within OceanWinds. Contract Management - Follow all contracting processes,insuring contracts compliance with project, HSEQ, and legalrequirements. - Identify, purpose and influence enhancements whereapplicable. - Identify contractual risks and recommend mitigationsor alternative solutions. - Prepare, draft and defends claims, incoordination with internal and external stakeholders (technical andlegal team, external lawyers). Proactively manage potential claimsscenarios including taking part in the resolution of all commercialand contractual issues. - Ensure that all contractual records anddocumentation are up to date. - Ensure regular report to ProjectDirector / Shareholders Cte as well as functional report to HoP forO&M. - Evaluation of key suppliers performance within theterritory and contribute towards the appraisal of those who arecommon to Ocean Winds global portfolio. Langages French andEnglish Experience - Management - 5+ years of experience asProcurement Manager, Commercial Manager or Contract Manager inlarge industrial projects - Experience in drafting, negotiating andmanagement high value and high risk contracts - Experience inapplying procurements processes, structures and analytical tools -Experience dealing with various international stakeholder
