Founded in 2021 by the Berlin-based think tank Dezernat Zukunft, the European Macro Policy Network (EMPN) connects European economic think tanks, research institutions, and experts. This cross-European network combines policy experience often at ministerial level with academic expertise to address fiscal, monetary, and economic challenges, developing innovative policy proposals for a more sustainable, prosperous, and sovereign Europe.
Your Role
As Senior Economic Policy Analyst (Energy and Climate Policy), you will be a cornerstone of EMPNs growing Brussels team. Working closely with the Managing Director and network members, you will help shape debates on the financing of the energy and climate transition through rigorous analysis, strategic outreach, and cross-border coordination. You will also steer EMPNs Energy Policy Working Group. The role requires self-drive, vision, and experience in EU institution, public administration, academia, or think tanks. You will report directly to the Managing Director and be supported by staff in Berlin and Brussels as the organisation grows. Key responsibilities include:
- Energy and climate analysis: Drawing from EMPN research, existing literature, and your own analysis, you write impactful policy briefs tailored to policymakers and actively engage in outreach efforts, including events and advocacy meetings (e.g. with officials from European institutions, ministries of finance, academics, and think tanks).
- Research coordination: You will lead the coordination of EMPN''s energy and climate policy research across our network, working closely with our team in Berlin. Together, you will set project priorities, shape policy proposals, and drive impactful policy initiatives.
- Support: Assist the Managing Director in developing the EMPN headquarters, providing support in tasks such as outreach activities (website, publications, events, etc.).
Your Profile
- You have a solid understanding of European economic and energy policies. You have strong academic knowledge paired with 2 (4+) years of professional experience in one or more of the following fields: energy policy (with a focus on the EU Energy Union or electricity grids), economic policy, infrastructure finance (public and private financing mechanisms), energy modelling, policy advisory, or consultancy. You combine this with solid academic training an advanced degree in economics, engineering, EU affairs, law, or a related discipline is required (PhD preferred).
- You can write impactful policy briefs. You possess excellent English skills and can write sophisticated yet accessible texts. You have experience drafting policy briefs or conducting research and understand that our analyses are subject to public scrutiny, ensuring your work is accurate and conscientious.
- You are willing to advocate for policy changes. You are prepared to engage with EU institutions, governments, academics, and the media, or you are eager to develop these skills. You are keen on listening to policy makers and understanding what their constraints are. Engagement and collaboration with these groups are crucial to our mission.
- You are willing to take ownership of your projects. You work independently and thoroughly and are determined to get to the bottom of things, even if that means going an extra mile or two. The team in Brussels and Berlin supports you whenever necessary or helpful, and you can also rely on our EMPN member organisations.
- You bring strong organisational skills and a solutions-focused mindset. Flexible and constructive in your approach to challenges, you have strong attention to detail, a process-oriented outlook, and an interest in organisation building.
- You speak fluent English and ideally both French and German; other European languages are a plus.
