JOB DESCRIPTIONAssistant ControllerFinance**JOB SUMMARY**:This position is accountable for the daily supervision of Rhode Island Housing?s accounting, financial reporting and reconciliation functions to ensure that all financial data is recorded and reported in an accurate and timely manner and that the accounting systems are efficiently designed, operated and monitored.**GENERAL SUMMARY**:Rhode Island Housing works to ensure that all people who live or work in Rhode Island can afford a safe, healthy home that meets their needs. To achieve our mission, we do the following:**JOB FUNCTIONS**: This position supervises and trains the accounting staff on a daily basis to ensure the accurate and timely completion of a wide range of accounting and reconciliation functions. These include, but are not limited to, general ledger system maintenance, account reconciliation, wire transfers, grant/program accounting, cash and investment management and external reporting.Incumbent schedules work flow for assigned staff; reviews recording of cash receipts to ensure posting to the appropriate accounts; and reviews cash disbursements to determine proper authorization for expenditures, accuracy and accounting treatment.Accurate and timely financial statements are critical to Rhode Island Housing?s accessibility to financial markets. This position reviews and analyzes monthly transactions and account balances for accuracy; prepares the first draft of financial statements, including cash flow analysis; records adjusting entries; and prepares final version of financial statements.Incumbent resolves complex/difficult reconciliation discrepancies and prepares account analysis on general ledger accounts to ensure that all transactions are properly classified and recorded. He/she closes the books at year end and generates certain tax filing reports.During the annual external audit process, the incumbent works closely with the auditors to ensure an efficient audit. He/she provides all required financial data; resolves discrepancies; and generates required reports and analyses. In addition, the incumbent participates in the separate external audit of all federally funded programs administered by Rhode Island Housing in the same manner.This position assists the Controller with the annual budgeting process, internal audits, efficiency/control and accounting system improvements, risk assessment and quality control efforts and complex financial analysis projects as required.**PRINCIPAL ACCOUNTABILITIES**:1. Supervise and train the accounting staff on a daily basis to ensure that all accounting and financial reporting functions are performed in an accurate and timely manner in accordance with generally accepted accounting practices.2. Prepare financial statements in a timely manner to accurately reflect the financial condition of the Agency and prepares certain tax filing reports.3. Provide all required financial data, supporting documentation and accounting reports to ensure an efficient annual external audit.4. Assist the Controller with risk assessment and quality control projects throughout Rhode Island Housing.5. Perform special accounting projects, research or financial analysis as required.**QUALIFICATIONS**:Minimum five years? experience in general and fund accounting in the governmental or financial services industry. Direct experience with staff supervision and training. Excellent verbal and written communications skills. Strong analytical, problem-solving and organizational skills; ability to understand and analyze complex transactions and to extract critical elements from large amounts of data. Bachelors degree in accounting, finance or related field (CPA preferred).Rhode Island Housing is an EEO/AA employer.
