POSITION SUMMARY: Manage and supervise tenderparticipation on behalf of the company, insuring a correctpresentation of documents required from Public costumers, accurateunderstanding of tender contracts and quotations as required,managing a workforce, in alignment with strategy and guidelinesprovided by superior and Commercial Operations Director and/orManager. PRINCIPAL RESPONSIBILITIES: - Monitor new tenders throughdaily analysis of tenders selected by external companies orpublished on government portals in order to understand theirrequirements and specifications and identify those of interest tothe company. - Manage and optimise the entire tendering processensuring efficiency, regulatory compliance and quality fromprocessing to award, monitoring volumes - Work with salesrepresentatives to review/produce reports, ensuring that tendersare processed accurately and in a timely manner, resolving anyissues. - Manage all aspects of tender bids and quotations forcustomers. - Manage the data processing part for site and pricechanges. - Analysing the results of contracts (won/lost) andcalculating the market share in cooperation with Marketing. -Support Marketing and Sales in monitoring the pricing policy andstrategy for tenders. - Ensure the correct development andfollow-up of the contracts software and IT tools essential forthe smooth running of the department. - Training staff (new andexisting) to improve skills and understanding - Resolving criticalissues or problems related to tenders by interfacing with therelevant lawyers. - Provide daily direction and communication tostaff so that all tenders are processed within the necessarytimeframe to ensure efficient and competent work. - Monitor andsuggest improvements in processes and procedures. - Provide regularfeedback and coaching to each team member. - Write and manageperformance reviews to improve competencies, linking performance tomerit enhancement and ensuring employees have the appropriatetraining and resources to do their jobs. - Resolve any issuesregarding employee relations and maintain a high quality workenvironment to motivate employees to perform at their highestlevel. - Manage discipline and/or performance issues according tocompany policy. - Support the Manager in day-to-day operations,including development, analysis and implementation of staffingprogrammes, training, planning and recognition. - Work as a memberor leader of special or ongoing projects that are important forarea/process improvement. - Establishing work procedures thatsupport the company standards and strategic directives of thedepartment. EDUCATION / EXPERIENCE REQUIREMENTS: - Degree in law,economics or related disciplines or diploma with relevantexperience. - At least 5 years of experience in a similar position(Resp. Uff. Tenders and Contracts) preferably in the biomedicalsector. - Thorough knowledge of Legislative Decree 36/2023 (PublicContracts Code) and of the main e-procurement platforms (e.g.SINTEL, MEPA). - Excellent knowledge of the English language(written and spoken). - Experience in managing administrative,economic and technical documentation to participate in publictenders as well as in issuing quotations to Private Customers. -Skill in analyzing tender notices and adapting tenders toregulations. - Knowledge of sector regulations and ability tomanage compliance with laws and regulations. - Ability to negotiatewith public authorities - Experience in optimizing internal tendermanagement processes, including digitization and KPI monitoring. -Ability to work in multidisciplinary teams and manage complexprojects. - Analytical, organizational and interpersonal skills. -Thorough knowledge of international medical device regulations(e.g. MDR, ISO 13485, GDPR). SPECIALIZED SKILLS & OTHERREQUIREMENTS: - Regulatory knowledge: In-depth knowledge of publicprocurement regulations . - Administrative skills: Documentary andadministrative management skills. - Team Management - Timemanagement: Ability to manage deadlines and priorities in thecontext of activities carried out very often in emergencysituations. - Computer skills: Experience in the use of managementsoftware and tools to participate in electronic tenders. -Communication: Ability to write clear documents and to interactwith various internal and external stakeholders.
